Above precheck can avoid this, startup CPUs won't run into this: 
    if (!pcms->acpi_dev) {
        if (dev->hotplugged) {
            error_setg(&local_err,
                       "cpu hotplug is not enabled: missing acpi device");
        }
        goto out;
    }
