why it's not enough?
vhost-user as vhost-kernel backends call
 - vhost_dev_init() on init path so slots_limit.refcount++
   should count all added backends
 - vhost_dev_cleanup() on deinit path so slots_limit.refcount--
   should take care of unplugged device counting
