Also, disabling CONFIG_BOOTORDER means that CONFIG_BOOT is disabled,
since CONFIG_BOOTMENU and CONFIG_BOOTSPLASH were also disabled, and
those are the only other things requiring CONFIG_BOOT.  Could that
explain it?
