seems to me to be putting the cart before the horse. I think
the tests are fine where they are.


In this case, it's not like we'll ever have a generic tests maintainer. Putting tests in with their subsystems makes some organizational sense. (Maybe it makes the Makefile and test suite a lot uglier, though.)

It's a minor thing for now anyway. First order of business is the checkpatch script that squawks about new unmaintained files.
