Thanks, Eric.

Pradeep, please put IOThrottle right before BlocIOThrottle in
block-core.json.  Use it in fsdev.json without including
block-core.json.  Sorry for the delay.


Thanks for all the clarifications, sure I will move iothrottle code to
block-core.json.
