Uhhh... what happened here ? Where did the lines go ? I've never reviewed this
patch before...

I did rebase the code on 2.10
Now I am using the ThrottleLimits structure that was introduced IN 2.10.
This is same as the IOThrottle structure.
So, many things got changed in this version.
