Subject: [Qemu-ppc] [PATCH] target/ppc: fix tlbsync to check privilege level depending on GTSE

tlbsync also needs to check the Guest Translation Shootdown Enable
(GTSE) bit in the Logical Partition Control Register (LPCR) to
determine at which privilege level it is running.
