[Qexo-general] implemented 'is', 'isnot', '<<', '>>' in Qexo

I've checked into CVS implementations of the node comparison operators 
'is', 'isnot', '<<', '>>'.

While this isn't exciting in itself, it includes what I hope is a robust 
and correct implementation of "document order", which of course is 
needed for correct implementation of path expressions.
