I think the main problem that arise looking at FOSS is to evaluate whole Distribution, such as Ubuntu, Debian,Rhel, clones of these 3, etc. and have parameters to compare them. Moreover the Kernel is almost the same and from the point of view of a "common" users is hard to assess the information about it.

Maybe, starting by Kernels would be a more reasonable beginning... Make a template for Kernel, then an other one for Operating Systems , and so on... up until you have every template you actually require to construct the "Operating System" one.

Anyway, HUGE TASK but definitly usefull as free software/open source world do breed a rather high number of different "OS", therefore answering question such as "Do I need Debian or Fedora here ? Or maybe, I missing the point, *BSD would be perfect for this ..." is rather difficult.
