[Quilt-dev] Document signed-off-by tag?

Hi,

I've noticed a tendency to include the Signed-off-by tag when
submitting patches now.  I'm going to assume that the intention of
that is the same as the S-o-b tag for the Linux kernel.  However,
perhaps something should be added to the quilt sources to indicate
what it's used for and why it's needed?

If so, putting it into a Contributing or SubmittingPatches file would
be fairly easy to do.
