Well, I can't predict the default behavior, which I find annoying, but
if that's a bug, then PEBCAK. Let me try and draw a picture:

I might, for example, remove Frame D, and wind up seeing the root
window in that frame. Tabbing through the frames will take me to A, B,
C, E and then back to A. D isn't there, and can't be used. The only
way I've found to get that real estate back is the "only" command.
