[RP] debuild / .info error

Don't know if anybody else uses dpkg, but when debuilding from a clean
cvs, you get an error because it tries to to install the .info file
before it's makeinfo'd it.  If your ./configure & make before
debuilding it seems to work.

Meanwhile, since I turn cvs into deb packages, and it occured to me
that other people might want `em.  Just ask.
