[RP] [PATCH] "set barinpadding" and "set alwaysshowframeindicator"

Here's a patch allowing a little more UI customization.  It really
should be two separate patches, but that's not that easy for me at
this point.  In both cases, the default is the current behavior.

"set barinpadding"
In older versions of ratpoison, if there was padding, the bar would
still appear at the edge of the screen (ie. within the padding area).
In the current version, the bar appears at the edge of the window
area.  If, like me, you vastly prefer the old behavior, you can turn
this on (set it to "1").

"set alwaysshowframeindicator"
Ever find it distracting and annoying that the "Current Frame"
indicator always pops up right in the middle of the window when you
switch workspaces, even if there is only one frame in the workspace?
If so, set this to zero.

This is my first attempt at patching ratpoison; I hope it will be acceptable.
