Follow-up Comment #2:

i spent a while trying to create a test case for this... but never succeeded.
 i'm thinking maybe #13476 lead to this situation somehow... i certainly
haven't seen it since i fixed #13476 and manually editted my metadata...  i'm
going to close it out and if manage to reproduce it again i'll re-open.
