Details:

There is a cachedir standard: http://www.brynosaurus.com/cachedir/spec.html
for a file marker for cache directories.

--exclude-if-present is almost right, but the cachedir spec says to also
check the content of the marker file.

It would be nice to add options like tar:
http://www.gnu.org/software/tar/manual/html_section/exclude.html

--exclude-caches
--exclude-caches-under
--exclude-caches-all
