Details:

when i try to make a backup and with:

  rdiff-backup --exclude /boot /etc etc

i get the following error:
Fatal Error: Fatal Error: The file specification
    '/boot'
cannot match any files in the base directory
    '/etc'
Useful file specifications begin with the base directory or some
pattern (such as '**') which matches the base directory.

i agree that the exclude line is non-sense in this case, but this shouldn't
be treated as a fatal error. a warning would be sufficient.
it makes more sense if you use a static exclude-globbing-file that simpy
contains everything you don't want to have backed up. as i want to share this
file among various rdiff-backup-calls, it's a union of all possible files to
exclude.

if something doesn't match in an exclude-list you shouldn't exclude it. it
should be that simple.
