I don't know if debian bug reports are getting sent up to the authors of rdiff-backup. Here is my bug report. I've spotted a much older one (http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=316816) which attributes the problem to backup up in Linux to VFAT filesystems but I believe my USB flash keys/cards are probably just FAT.

lowercase is not affected. For filenames with lots of capitals, you get huge new filenames chock full of numbers that are incomprehensible.
