Did you try putting a '/' on the end, as in:
rdiff-backup -b -v5 --print-statistics --exclude /usr1/code/cvs/
--exclude /usr1/code/subversion-1.2.3/ /usr1/code /usr1/backup/svn
? A command of this type works for me.
