What happens if you try "**System Volume Information" (i.e. without the slash)?

But for some reason, C:\System Volume Information\ is still being backed up (it's possible that other files are as well, but it was most noticeable for System Volume Information because it takes forever).

Do I need to do something different to get exclusions working on Windows?
