This is not RULE specific but a security feature of Red Hat Linux since
7.0 or 7.1. It prevents open mail relays and thus helps preventing spam.
This is absolutely necessary - and covered in the RELEASE-NOTES on every
Red Hat Linux CD.

Agreed - in parts. Networking must work as expected from a Linux box,
but it should be secure by default (SSH instead of telnet, rsh and
rlogin; non-relaying sendmail...). These security enhancements should be
clearly stated in the README, of course.
