you are right in your assumptions, since:
a) RULE was never meant as a new distribution, just as a new way to
install and select packages of standard current Red Hat. That is why
you always need also normal Red Hat CDs to install.
b) the exception to the above rule (pun intended) is those packages
which Red Hat will not provide for some reasons, like kernel and
kdrive (**) which then have to be either downloaded and installed
separately, or, more conveniently, taken from the RULE iso.
Note, however, that the RULE installer supports also installing from
the network, for examples, so that is another option in general.
