In the "(?)" help menu, where the javascript:help_window is invoked, like in: 
savannah/frontend/php/bugs/admin/field_usage.php
after the title.
(<http_host_and_base_url>/bugs/admin/field_usage.php?group=<groupname>)
You have to be project admin to access this page.
I don't know if there is a help_window in normal user pages.

Original Submission:  In help.php there are URL with absolute path not using 
the sys_home variable.
Attached is a modified version of 
savannah/frontend/php/include/help.php
solving the problem
