mentions that CVS archives are available from the link at the bottom of the 
project page.

Is this the same as CVS nightly tarballs? If yes, where can I find one for 
emacs? As I'm behind a web proxy (a pretty fascist one too) I can't use cvs co.

If not, are there plans of providing this feature anytime soon?
