Browse with the Advanced query form and Simple selection.

Closed on : > 1 January 2000
Summary :

It only finds bug 2117, because that is the only Open bug with a "Closed On" 
date!

I think the problem is that you can't say "not closed yet" when choosing the 
"Closed on" date.  Manually editing the close... fields in the URL gives a more 
sensible search.
