[Savannah-hackers-public] decommissioned some stale lists

For the record, I've just backed up and then deleted the following
lists on lists.gnu.org and lists.nongnu.org. Their archives remain
available online at http://lists.[non]gnu.org/archive/html/LISTNAME.
It should be easy to restore them exactly in the unlikely event that
they need to be revived.

        * These lists were created years ago and apparently never used; no
        mbox, no request.pck:
gaming librarians libreplanet-ph

        * These lists had had no traffic in at least five years
        and had no listed owner:
freeride-announce freeride-cvsevents freeride-devel freeride-users
fsfe-translators fxvt-users giftcurs-commits giftcurs-devel
giftcurs-user gnu-devels-jp gtktalog-devel interopcast-cvs-alert
lfs-install-devel mhonarc-dev mybdl-liste noname-pt
octopus-commits octopus-devel oroborus-cvs oroborus-user-de
phpmymembers-devel wxruby-dev yace3-devel

        * These lists had no traffic in at least five years and are for
decommissioned GNU packages or other defunct ideas.
