[Savannah-hackers] apache-ssl now handling subversions:80

apache-ssl, rather than boa, is now handling subversions:80.  I
created much more outage than I really wanted to while learning that
you need SSLDisable in a VirtualHost section for a non-SSL port when
running apache-ssl.  (subversions:80 was down for a couple hours, not
that anyone should care, other than perhaps the people who are
anxiously looking at the mrtg graphs, and savannah's web server was
down intermittently for a few minutes while I worked.)
