[Savannah-hackers] Non free dependencies

        Hi,

        In order to clarify the policy of Savannah regarding dependencies
with non free software, I'd like to include in the project registration
pages the following to the 'Services & Requirements" page.

        No dependencies to non free software

        Your software may not depend on non free software. In order to be
available to people who cannot use non free software, it has to be fully 
usable with the existing Free Software operating systems and programs.
----

        Please let me know if you see problems with it or would like to
add something.
