Yes, this is because the cvs tree is private. The private
bit is more or less a hack, unfortunately. I'll leave this
support request open so that we remember that something
should be done quickly.

I must reiterate the importance of data export: the
ability to download (in a cron job) cvstarball, tracker
database, and mailing list archives is crucial.
It appears that the CVS tree is supposed to be exported
from <http://savannah.gnu.org/cvs.backups/> but CLISP's
tree is not there (maybe because of the hidden status?)
