Savannah is using an older version of the SF software, and 
works the old way. From your "My Personal Page" select the 
admin link for your project.
Then you will see the list of developers on the right under 
the "Group Members" column.
Below that is a field for "Login Name:" and that is where 
you add the developers username and click the "Add User" 
button.
You will get a status of the action at the top of the page 
when it reloads. Then you can click on the "Edit Members 
Permissions" link that is below the "Login Name:" field to 
adjust developer permissions, including the new user.

The documentation for Savannah is pretty sparse, so
I've been using the docs for Sourceforge.org.  They
give specific directions for how to add developers to a
project as
"*  Go to the project page
(https://sourceforge.net/project/admin/?group_id=89348
for instance).
    * Click on Project Admin
    * Click on Add Group Member
    * Fill one of the input box with either a
SourceForge UID or a login name
    * Click on Add
    * You'll be taken to Project Permissions page (see
below) for newly added member. Review them and update
as necessary."

This doesn't appear to be correct for Savannah though.
 As the project admin, I get no Add Group Member menu
item.
