I understand, but I think that manually removing the lock 
files should solve the problem, no?

If yes, who can do it? There must be a sysadmin somewhere 
with access to the /var/lock tree?

Hum, this is a *real* problem. It is a CVS bug and we dont
have so much informations about it.
The better way to investigate about it is to request help
from CVS authors.
