Description:
I am the maintainer and main developer of the Speex 
(http://speex.sourceforge.net/) project and would like to move it on Savannah. 
Speex is a free (LGPL) and patent-free voice codec. Unlike other codecs like 
MP3 and Ogg Vorbis, Speex is specially designed for compressing voice at low 
bit-rates for applications such as voice over IP (VoIP), Internet radio, audio 
books. In some sense, it is meant to be complementary to the Ogg Vorbis codec.

It already exists and you can download the latest distribution at 
http://sourceforge.net/project/showfiles.php?group_id=46651

Other Software Required:
The libogg (http://www.xiph.org/ogg/index.html) library is recommended for 
Speex. It is free software.

Other Comments:
RMS and I agreed that the project is important and should become part of the 
GNU project. I will also assign copyright to the FSF.
