I wonder whether it is something in Simon's CVS that is causing the
problem or something else?

Simon, you reported you are using:

    Concurrent Versions System (CVS) 1.11.2 (client/server)

I have been using the package from Debian Testing, which is a version
behind, but has not presented me or anyone with problems that I know
about for my occasional commits.  

If no one finds any obvious bug, might you try reverting from version
1.11.2 back to version 1.11.1p1 and seeing whether the problem goes
away?
