Do you know that GNU date, part of sh-utils, have an option that may do 
what you want?

[...]
  %p   locale's AM or PM
  %r   time, 12-hour (hh:mm:ss [AP]M)
  %s   seconds since `00:00:00 1970-01-01 UTC' (a GNU extension)
  %S   second (00..60)
  %t   a horizontal tab
[...]

If you're not completely satisfied with this option, why not directly 
working on GNU date to enhance it with the features you want?
