Mathieu,
I was going to join the project and see if there is someone in the community
who had done it and was maintaining an instance who was interested in
helping us. Do you think that's my best approach?

I think you're looking for debian-sf,
http://sv.nongnu.org/project/debian-sf

Savannah is also based on an old version of Sourceforge. But
installing it can be tricky sometimes.
