Hi,

I'm evaluating the project you submitted for approval in Savannah.

In order to release your project under the GPL you
should write a copyright notice, in addition to the copying permission
statement you wrote at the beginning of the php file, and
include a copy of the plain text version of the GPL
(http://www.gnu.org/licenses/gpl.txt). Copy it for instance
into a file named COPYING.
Please follow the advice of http://www.gnu.org/licenses/gpl-howto.html

Also, please do not remove the part that says:
  "either version 2 of the License, or (at your option) any later version."
from the copying permission statement.
Licensing under the "GNU GPL v2 only" is problematic.
The main motive is that in ten years from now the copyright
holder may not be reachable while the legal system has
changed and calls for a new version of the GNU GPL v2. When
that happens, licensing under the "GNU GPL v2 only" blocks
the software: it is impossible to upgrade to the new license.

If you want to, we can explain you in more detail
why Savannah only hosts "GNU GPL v2 or later" software.
If you have concerns about "GNU GPL v2 or later", We'd be
happy to address them too.

Please register your project once more with the changes mentioned
above and in the new registration write down the description in
English. Spanish is my native language, but other Savannah administrators
do not read Spanish; the official language in Savannah is English.
