Hum, you should create a project and see if it works as
expected.  I cannot give you much information. Please take a
look at http://savannah.gnu.org/docs/admin.php

I am looking for some information on what is supposed 
to happen once Savannah is installed and the web 
interface appears to be mostly functioning. It looks 
like I should be able to create a project and specify 
CVS directories for the project in the web interface. 
However, are there cron jobs that work with these 
directories and set permissions on them? 
Specifically, what is supposed to happen on the 
backend for Savannah so that I know it is functioning 
correctly?
