I see what needs to happen - a project is selected to be used
as the source of the site's main news as well. The local.inc
sets the sys_unix_group_name to that project/group name.
Currently it is set to 'savannah'. If I try to create a group called
'savannah', I am unable to because I am told that name is
reserved 'for DNS purposes'.
What is the procedure, then, to set this up properly?

You may download the CVS module called savannah-backend2 and
try ./sv_update_conf.pl
This version of sv_update_conf is several steps beyond the
"stable" in gnuscript. It should help you to have a nice
/etc/savannah/local.inc.pl
