You are right, a mailing list should exists, and a project account on
Savannah would be appropriate.
But: we cannot permit someone to create an account for a GNU Project without a
word from the maintainer of the GNU project.
If he's not reachable, address@hidden should be contacted instead.
But until there's no obvious reasons for a fork, the project should
continue with the acknowledgment from the stream authors.
As consequence, you should contact the GNU as authors, and eventually
address@hidden, and agree with them to open a project on Savannah (which
would be a good option.
Without success, there is at least one solution: you can create a
documentation project on GNU as which would be a non-GNU project
itself.
