I try using unicode and it seems work.

Yes, I can do utf8 or any other encoding.
But I think the problem is not just the web presentation
issue. The big problem should be those tools used by
savannah must support i18n. I think the big problem might
be the connection between CVS, GNATS. I don't see any i18n
support in CVS or GNATS document and that's why I wonder
if savannah support i18n or not.
Actually, I am using sourceforge in my company and when I
try to submit a bug or log a message in Big5 code, there is
an error shown in the web.
