You should ask to grub people -see grub project page- why they 
didn't created any tarball distribution on ftp.gnu.org. 
 
If I understood correctly, they do not consider grub as stable to be 
packaged.

I'm trying to download the grub file. I get a 
fpt://ftp.gnu.org/gnu/grub file not found notice.


Where should I look for grub if your files link isn't 
working?
