It has already been set up two years ago. There is some confussion that I will

I presume that the GNU.FREE page you want to edit is the page at
http://www.gnu.org/software/free/
(if it is not, please tell me the complete URL of the GNU.FREE webpage)
You should start by reading the instructions in:
http://savannah.gnu.org/cvs/?group=free
Specially the section "Member CVS Access via SSH (Version 1, RSA)",
and the subsection "Webpages repository:" in it.
if the "cvs" command given there does not work for you
(in your case <developername> is jkitcat), please read::
http://savannah.gnu.org/faq/?group_id=11&question=How_do_I_configure_my_SSH_access.txt
If the cvs command did work, enter the software/free directory that must have
been created, edit the files and commit them with "cvs ci".
