Initial creation of mailing lists works fine for both gnu.org and
nongnu.org lists.

The problem is that there is no automated way to switch a list from
gnu.org to nongnu.org or to switch a nongnu.org list to gnu.org.  It
would be great if savannah could call out to a script on monty-python
when a mailing list domain changes.
