Yes (including write access).  There is no difference from the repository
on cvs.gnome.org.

I'm not sure if we should rename "proskin" to "proski" and "andrew" to
"sav" in all metadata.  It takes time and it's not really useful for most
purposes.

I'll appreciate if somebody does it, but we can live without it.

It's added by automake automatically.  The tarballs have it.  I haven't
heard of a requirement to have GPL on CVS.  And even if such requirement
exists, it's in the repository, in the Attic:
