The purpose (at least for sourceforge's nightly CVS tarball)
is to give the project admin(s) the opportunity to set up a
cron job, and fetch the tarballs for easily backup outside
of savannah.

What is the purpose of this feature? Are we expected to
keep backups of the cvs respository for the purpose of
restoring them in the event of a system meltdown?
Is it permissible to expose the backup URL to other users,
perhaps by putting it on our homepage? Thanks in advance
for the clarification.
