[Savannah-hackers] Please put up an explanatory page for missing downloads

Hi.  The download links on Savannah just lead to missing pages while you are
working on the site.  This has resulted in lots of confused potential users
sending queries to the project mailing lists (Enigma project in my case but
I'm sure that other projects are seeing the same effects).  Could you put a
simple explanation up at http://savannah.nongnu.org/files, as a quick-fix?
