[Savannah-hackers] new download system

I have installed the ftp-upload system that we use for ftp.gnu.org on
savannah.  This requires project administrators to upload signed files
anonymously (we are running vsftpd to allow incoming anonymous
tranfers, and the files are hidden after upload), and they are later
installed by a cron script (gatekpr) after verifying the signature.

If you want to learn more about how the script works, the comments are
very instructive.  It is at:

/home/gatekpr/upload-savannah.pl

We should create a web interface for project admins to manipulate
files once they are uploaded.  Would any Savannah Hackers care to help
with this project?
