Commiting in `CVSROOT/' is (permanantly) disabled.  We'll be working on a a 
web front-end to manage files under `CVSROOT/' (e.g. commitinfo, loginfo and 
modules) in the coming weeks.

If you want, I can let you know when this work is finished.
