I'm evaluating the project you submitted for approval in Savannah.
The only problems I noted is that you need a file called COPYING,
with
an
approved version of the GPL in it (you can include the Brazilian
unofficial GPL license in a separate file if you wish).
The request to require that citing the original project does break
the
GPL, since it adds additional restrictions, and thus not
GPL-compatiable. However, the GPL states that you must maintain
that
original Copyright notices, so that means the project name will
always
be
cited.
If you are willing to make the changes mentioned above, please
provide
us with an URL to an updated tarball of your project. Upon review,
we
will reconsider your project for inclusion in Savannah.
Your project is not part of the GNU project, so we cannot accept its
current type. We want to maintain the distinction between 'GNU' and
'non-GNU' projects. If your project is approved for inclusion into
Savannah, we will set it's type to 'non-GNU'.
If your project is accepted into the GNU project you may change its
type. You can do this by asking us.

Xadreco is a chess engine that run on your machine and play a game

The project should improve the tactical/strategical play of the
engine, include

chess engine playing.
Also, the engine should be used to help you analyze your games, and

compile on
Unix or 32-bit Windows, and so, can be used with XBoard for Unix or
WinBoard
for Windows.

The source code can be compiled using gcc, with the GNU-DEV-C++
compiler

I know that the main objective of the GPL is to protect the freedom
of the
programmer, and that the GPL is not against the author. So, I
believe
that only
to cite the authors name will give some credit to who invented the
source code,
