[Savannah-help-public] Disabled project

The FSF has some information that the Savannah project vcgdotgnu may
be infringing someone's copyright.  David Turner, one of our licensing
gurus, suggested that we remove the project temporarily until we are
certain of the facts.

I have put the project into maintenance mode, and moved the CVS and
file areas to ~root/disabled_projects.  I'm not certain that all the
new code for SSH and GPG key access honors maintenance mode, so I also
removed the project admins and members, and noted them in the
directory mentioned above.
