That looks like a corrupted ,v file. Maybe it was an aborted commit? It
might have been added first under the wrong name and then correctly
checked in with the new name. But how the file with the wrong name can
be corrupted inside our repository is strange. Audrius, do you remember?

This file clearly should NOT be in our cvs-repository, it is not and
never has been used. Is there any possibility of just removing that
file?
